The Draft Bangsamoro Basic Law is stirring debate on the extent to which the Constitution can accommodate the aspiration of the Bangsamoro. In the course of the hearings, Congress invited experts on constitutional law to enlighten lawmakers on the legal issues implicated by the draft bill. Among the many resource persons invited by Congress were Dean Merlin Magallona, and Supreme Court Associate Justice Vicente V. Mendoza. Dean Pacifico A. Agabin has also presented his views on this issue in a forum organized by the San Beda Graduate School of Law held in May 2014.The UP Law Center is presenting these perspectives in the hope that it will lead to a constructive debate on the constitutionality of the draft law and clarify legal issues that will ultimately lay the foundations for peace.
